*This is 1991, right? Recession, war on Iraq, lower markets, low employment, low job creation, weak dollar, a "president" who is out of touch-- "It's the economy stupid" --with the people, lies and rumors being touted by politicians and the press as truth, government actions causing mass protests in the streets.
Analysis
A "felon purge list" was ordered by the Florida State Legislature --a Republican majority-- under Governor Jeb Bush. Katherine Harris, the Florida Secretary of State and G. W. Bush Presidential Election Co-Chair for Florida, was charged to implement the list based on an outdated and loosely enforced law written by Confederates in 1868.
The list disqualified voters who were convicted felons. Most (all?) states reinstate civil rights when a felon has served their sentence.
Illegally, thousands of names were removed from the electorate. "False positives" were acceptable by directive: remove the voter if they have the same last name as the felons. Disregard race, gender, date of birth and more than four letters of first names.
Katherine Harris is now running for United States Congress.

1). 2883 ex-offenders were removed illegally from Florida voter rolls in 2000. These former felon citizens had their civil rights reinstated by states before moving to Florida. Many had voted in Florida in the past. Civil rights were illegally stripped.
2). In Leon County, a follow-up on the list of 690 felons given to them by Katherine Harris proved only 33 were felons. 95% of the people on the list had never committed a crime.
3). 4000 entries had unknown or FUTURE conviction dates. Republican functionaries ordered conviction dates be blanked out rather than be removed as questionable.
4). DataBase Technologies compiled the lists for Katherine Harris. Marlene Thorogood, DBT Project Manager pointed out, "Unfortunately, programming in this fashion may supply you with false positives" (people who don't belong on the list). The response from Emmet Mitchell IV, Assistant General Counsel for the Division of Elections, "We want this list to be broad and encompassing."
5). People on the list had to prove to the State that they were not convicted felons.
A). Guilty until proven innocent;
B). How do you prove you are not a felon?
6). Pam Iorio, Supervisor of Elections, Hillsborough County, said over 300 names on the list were not even close matches. Names were vastly different.
7). Florida state would not spend $100,000 on voter education, but did spend $4,000,000 for the "Felon Purge List."
8). Greg Palast (see Additional Reading below) found polling Florida county by county:
at least 15% of the names on the list for each county were not convicted felons
1000 voters per county were illegally purged
half of the Felons Purge List was racially black
93% of blacks voted for Gore
9). The margin decided the electoral votes for Florida.
