Daily Fact & Act #02
Monday, 21 September 1991*

*This is 1991, right? Recession, war on Iraq, lower markets, low employment, low job creation, weak dollar, a "president" who is out of touch-- "It's the economy stupid" --with the people, lies and rumors being touted by politicians and the press as truth, government actions causing mass protests in the streets.
Analysis
Why do they hate the U.S.?
1). "What transpired in the weeks following the attack on the al-Shifa factory was a despicable public relations campaign and a digressive situation... The Clinton administration, without substantial or adequate evidence, offhandedly destroyed a pharmaceutical factory that supplied more than 50 percent of the drugs to the Sudanese people."

2). "Since the beginning of the present Palestinian uprising, or intifada, in September of 2000, the Israeli military has destroyed more than 2650 Palestinian homes, offices, buildings and other civilian structures including hundreds of thousands of fruit and olive trees, the main livelihood for many Palestinians. The US industrial machinery giant, Caterpillar, is the main supplier of the specially designed bulldozers which the Israeli military uses to carry out this destruction. Such acts are a form of collective punishment and, therefore, considered a war crime under the Geneva Conventions and by the UN. Both Amnesty International and Human Rights Watch have condemned recent home demolitions as war crimes."

3). "It's interesting, for example, that the US media have uniformly refused to publish what they know about the major shipment of US military helicopters to Israel, including advanced attack helicopters. Perhaps that's not considered a useful story alongside reports of Israel using US helicopters to attack civilian targets, with many killed, and for targeted political assassination, which the US claims to oppose."

Fact
Iraqi Compliance | UNSCOM Spying unbeknownst to UN
1). Was Iraq in noncompliance? Neither Butler nor the U.S. has challenged the Iraqi Foreign Minister's allegation that since November 17, 1998, when Iraq allowed weapons inspections to resume, there have been 427 inspections, 128 of them at new sites, and UNSCOM has cited only five so-called obstructions... One was a 45 minute delay before allowing access. Another was a rebuff to an outrageous demand by a U.S. arm inspector, Dianne Seamons, that inspectors be allowed to interview all of the undergraduate students in Baghdad University's Science Department. Another, on December 9, was the inspection of a small headquarters of the Baathist political party. Inspectors left those premises after they were asked what is the relation between the small headquarters of a party and the disarmament mission. The last two cases of so-called Iraqi noncompliance were this: UNSCOM asked to inspect two establishments on Fridays--the Muslim holy day. The Iraqis told UNSCOM that since these establishments were not open on Friday, the inspectors could visit the establishments, but they would need to be accompanied by Iraqi officials. This is in accordance with the agreement between Iraq and UNSCOM about Friday inspections. These five incidents are the supposed legal basis for raining thousands of powerful missiles into Iraq.

2). We know now that United States intelligence operatives used the cover of UNSCOM inspections to spy on the Iraqis -- a charge that the Iraqis had long alleged. The day before the Boston Globe and The Washington Post reported, on January 6, that "U.S. intelligence agencies, working under the cover of the United Nations, carried out an ambitious spying operation," the Clinton administration refused comment on the issue. The day the story broke, UNSCOM Executive Chairman Richard Butler stated at the United Nations in New York that "we have never conducted spying for anybody" and insisted that UNSCOM did not possess any eavesdropping equipment.
On March 2, The Washington Post reported that U.S. intelligence services "infiltrated agents and espionage equipment for three years...to eavesdrop on the Iraqi military without the knowledge of the U.N. agency that it used to disguise its work." (Unfortunately, only articles printed within the last two weeks are readily available on the Post's Web site. You have to pay a small fee to download it.) U.S. officials had apparently "considered the risk of discrediting an international arms control system by infiltrating it for their own eavesdropping...[and] they deemed the risks worth running."
